Mold spores readily propagate with humidity levels of around 70 percent. At these levels mold can colonize within 24 hours. A 50 percent humidity level should be enough to do the job. Even a waterproof basement does'nt mean that it is damp proof. If your basement was ever damp enough after final construction to need to be waterproofed there are probably other issues at work. At this point the most cost effective solution is to install a good quality dehumidifier. If a 50 percent humidity level still generates mold growth its probably because the air is not being circulated very well. Allowing the air to become stagnant in the corners and areas farthest from the dehumidifier. When buying your dehumidifier pay attention to how many CFMs the unit will produce and how many pints of water a day it will capture. Oh, if you can find a unit with a built in condensate pump it will allow you to dispose of the captured water more easily than a gravity drain system.

Our basement is waterproof also, but I still have a dehumidifier that pulls out about a gallon every week or so.. Best investment we ever made.

Go for 35%. Much more and you'll start having the mold issues.
